archival access systems?

Dear Archivists:

I have posted this message once already, but have received requests that
the responses be posted to the list, since other archivists would like to
use them to help in making recommendations for their own institutions. So
PLEASE contribute stories/information about your experiences with archival
access systems, with reference to the questions below, to help your
fellow archivists.

I am researching information access systems and archival administration,
and I was hoping that some of you could relate how your archives
negotiated the following concerns. Thanks in advance--all help would be
appreciated:

1. How does an archives decide which access system/technology best suits
its program/mission/particular project?

2. Relatedly, how does it determine what system is most useful to its
users (or perhaps for its perceived/priority user base, if this differs
from, or is only a part of, the actual users)?

3. How is the chosen system then tailored to fit those perceived user
needs?

4. What complicating factors (cost, lack of expertise, etc.) might
interfere with the adoption of a system based on these mission/needs
assessments?

Thanks again for your time and assistance.
