I have often wondered about this too even as it applies within the records
resources, especially in connection with metadata and the question of
embedded vs. non-embedded metadata.  Either way it is constructed, it would
seem that the corporation would not necessarily always wish to give metadata
(or at least full metadata) access to external persons even when authorized
access to the record content.  One of the positive aspects of electronic
records is that it is possible, through the use of flags or templates, to use
the same record to present in different ways including different levels of
metadata access.  In fact, one of the upcoming issues for electronic records
systems comes from the fact that increasingly miniaturized platforms are
being used for business communications, such as PDAs, 2-way pagers and other
(typically but not necessarily wireless) information appliances.  The
displays are too small to present say an email message in the same format as
it appears on a normal size CRT/VDU.  Thus the system developers who are
designing the software to work on these systems are contemplating using
different formats for different presentations of the same digital object or
record.  So we shall likely be facing that prospect in any event, requiring
us to think in terms of including alternative templates as part of the
object/record metadata.
