POSITION: Director, Public Programs Staff, GS-1001-15 (1 position)

PROMOTION POTENTIAL: None

SALARY RANGE: $84,638 - $110,028

SPECIAL NOTES: Recruitment bonus is subject to approval. Relocation 
expenses are subject to approval. This is a permanent, full-time position. 
This position is not in the AFGE bargaining unit. This position is a 
supervisory position. U.S. citizenship is required. You may be required to 
undergo a background investigation before appointment to this position.  

LOCATION: National Archives and Records Administration, Office of Records 
Services, Public Programs Staff, Washington, DC
The National Archives Building in Washington, DC at Seventh and Pennsylvania 
Avenue, NW is located halfway between the White House and the Capitol, housing 
some of the oldest and most important records of the Federal government for 
the study of American history. The building, designed by John Russell Pope and 
completed in 1934, is being partially renovated to replace the building 
systems and provide handicap access to the Charters of Freedom displayed in 
the building's Rotunda. Washington's Metro system has a stop across 
Pennsylvania Avenue for two of its lines that provide access to the entire 
system throughout the city and into the Maryland and Virginia suburbs. The 
National Mall with its many museums is adjacent to the south side of the 
building, and to the north are the Folger Shakespeare Theater and the new MCI 
sports center. The neighborhood between is the District of Columbia's 
revitalized Pennsylvania Avenue quarter full of new restaurants, art 
galleries, and book stores.  

AREA OF CONSIDERATION: ALL SOURCES - Applications being accepted from the

(records from all three branches of the Federal Government that document the 
rights and entitlements of citizens, the actions for which Federal officials

At more than thirty sites across the country (regional archives and records 
services facilities, Presidential libraries, and three major buildings in the 
Washington, D.C., area), NARA safeguards and makes available millions of 
textual and non-textual records ranging from our Declaration of Independence 
and Constitution to a rapidly increasing number of modern electronic files.  
NARA each year welcomes to its exhibits nearly two million visitors and serves 
the needs of thousands of researchers. NARA assists Federal agencies in 
documenting their activities; publishes the Federal Register and other 
official documents; oversees Federal declassification policies; and makes 
grants supporting initiatives to document American history.

DUTIES: Directs the Public Programs Staff in promoting and publicizing the 
National Archives and Records Administration and its educational and cultural 
services. Leads a 3-4 year project to develop a permanent exhibit on the 
Charters of Freedom (the Declaration of Independence, Constitution, and Bill 
of Rights). The opening of this exhibit will coincide with the reopening of 
the newly renovated National Archives Building and the redisplay of the 
Charters after re-encasement. Collaborates with a high-level public advisory 
board, consults with government and private sector stakeholders, analyzes 
current and prospective audiences, and uses focus groups and surveys to create 
a conceptual direction for the project. Actively participates in fundraising 
activities to obtain support for the Charters of Freedom exhibit and 
associated programs. Develops and implements a public outreach program that 
uses as its centerpiece the new permanent exhibition on the Charters of 
Freedom. Participates in fundraising activities to secure funds to support the 
public outreach program. Advises the Archivist of the United States and NARA?s 
Leadership Team on public programs issues. Develops exhibits for display at 
the National Archives Building and at other NARA facilities in the Washington, 
DC, area. Directs educational programs that feature and demonstrate the use of 
NARA holdings. Provides online access of exhibits and products developed to 
citizens and interested parties worldwide. Develops special events such as 
film series, lectures, and workshops. Manages NARA?s volunteer program.  

QUALIFICATIONS: You must have one year of specialized experience equivalent to 
the GS-14 level in the Federal service. Specialized experience is experience 
directly related to the position that has equipped you with the particular 
knowledge, skills, and abilities (KSAs) to successfully perform the duties of 
the position. Typically, this would include experience in: museum exhibit and 
public program development; interacting and collaborating with a diverse 
constituency with conflicting agendas; program management; and fundraising.
FEDERAL EMPLOYEES NOTE: Time-in-grade restrictions apply if applying under 
merit promotion procedures, which means to be eligible for the GS-15, you must 
have one year of Federal service as a GS-14 in the same or related position.

ICTAP PRIORITY CONSIDERATION: In addition to one year of specialized 
experience, displaced employees who are well qualified may be eligible for 
priority consideration under the Interagency Career Transition Assistance 
Program (ICTAP). Well qualified applicants are those who fully meet all 
qualification requirements and are able to satisfactorily perform the duties 
of the position upon entry. You must submit the following: RIF Separation 
Notice, evidence of full performance level of current position; most recent 
performance appraisal; and most recent SF-50, Notification of Personnel 
Action, to verify reassignment eligibility.

VETERANS PREFERENCE: In addition to one year of specialized experience, if you 
served on active duty in the United States military and were separated under 
honorable conditions, you may be eligible for veterans preference. Veterans 
who are preference eligible or who have been separated from the armed forces 
under honorable condition after three years or more of continuous active 
service may apply. Most veterans who served in the Gulf War era (August 2, 
1990 through January 2, 1992) are eligible. Veterans who did not serve during 
this time, but whose service began after October 15, 1976, must have a 
campaign badge, expeditionary medal, or a service-connected disability to be a 
preference eligible. To claim 5-point veterans preference, submit a copy of 
your DD-214, Certificate of Release or Discharge from Active Duty, or other 
proof of eligibility. To claim 10-point veterans preference, submit a SF-15, 
Application for 10-point Veterans Preference, plus the documentation required

EVALUATION OF CANDIDATES: If you meet the basic qualifications, an evaluation 
will be conducted to determine if you possess the following KSAs required for 
this position. This evaluation determines which candidates will be referred to 
the selecting official for final consideration. Therefore, you are strongly 
encouraged to submit a separate narrative statement for each KSA, explaining 
how your experience, education, training, self-development activities, 
appraisals, awards, etc. relates to the position. Providing this information 
is optional; however, you may be at a disadvantage when compared to other 
applicants by not addressing the following:
1. Museum exhibit and public program development - Demonstrated knowledge of 
museum exhibit and public program principles and practices. Ability to apply 
conceptual creativity to the development of exhibits and public programs. 
Professional stature in the museum community. Knowledge of archival 
institutions, policies, and practices.

2. Communications skills - Demonstrated ability to represent a large cultural 
institution to the public. Ability to interact and collaborate with a diverse 
constituency with conflicting agendas; public relations sensitivity. Ability 
to network and develop alliances with external groups including the public, 
Federal agencies, professional organizations, the academic community, and 
private corporations and organizations.  

3. Knowledge of American history ? Demonstrated knowledge of American history, 
culture, and Constitutional development as evidenced by education, exhibit and 
public programs experience, and/or such publications as exhibit catalogs.  

4. Program management - Demonstrated experience managing a public programs or 
other organization that provides services to the public. Skill in analyzing 
and formulating resource needs, recruiting and organizing a staff, 
establishing goals and objectives, and evaluating program performance. 
Experience at raising funds from private sources to support exhibits and 
public programs.
