Very intereresting.  Thanks for bringing this to my attention.  We will have to get in touch with the Seabee Museum after I track down some background on their schedule and records management history.  Both West Point and Annapolis are affiliated archives.  I suspect the Seabees think why should they be different?   

My conclusion is that  NARA is clearly doing something right when everyone wants to do our job.  Folks are valuing their records more than in the past.  That is the good news.  Now the first question is whether the Seabee Museum has original records or duplicates kept for  reference and exhibition.   I need to track down the NARA agency contact in records management to sort this one out.   The second question is "If the Seabee Museum is keeping original permanant federal records, do they have the the facilities, resources, staff skill level, and inclination to manage these records professionally as a real affiliate? "  That remains to be seen.   We will need to get in touch with them.  I again need to talk to the NARA agency contact on this so I don't step on any toes.

Who do you think we should suggest as a NARA speaker for this conference to make clear to the audience the need to follow:
* federal records laws for federal records and state records laws for state records
* their approved records schedule 
* best professional practices as stipulated by NARA for arrangement, reference, 
   cataloging, finding aid production, preservation, etc.
* NARA's guidelines when designing space for storage, reference and archival work

We would need someone with a very thorough overview of all these issues, who can make it clear that opening a federal affiliate requires a substantial ongoing effort and resources, plus a memorandum of agreement and a regular inspection.  You can't just place federal records in a building and call it an archives.

Do you know of any good diplomatic NARA speakers with this sort of mastery of all basic archival issues who are already going to this conference?   It should be someone who can inspire a crowd about the audiences for records, and the uses of records, while giving them the sober truth about resource investments needed and facility requirements. 

Thanks for letting me know about this rogue archives.  Any speaker suggestions would be much appreciated.

I am interested in putting together a panel about archives for the 2002
National Council on Public History conference which will be held in
Washington, D.C. in conjunction with the Organization of American Historians
conference.

My paper looks at the creation of a specific archive, the Seabee archive in
Port Hueneme, California, and the role of the archivist in it's creation.
It examines the influence of an individual on the creation of a historical
record and tries to make a distinction between the personal choices of the
archivist and public memory.

This panel could go in many directions and I'm more than happy to consider
all possibilities.  Right now I am thinking of  focusing on individuals who
influenced archival collections or  discussing  the role of archives in
revising history.

If you are interested, please e-mail me off the list.  The deadline for
submitting the panel is 28 February, so I would like to get this rolling as
soon as possible.
