I find that charging your card immediately is unreasonable considering the
hotel has every option of holding your credit, which means that they do not
charge, but keep a hold on a certain monetary amount of credit and then
actually charge that amount at the time it is due. Thereby the card holder
does not accrue any interest during the hold (accept that portion of the
credit limit can not be charged to).

The energy tax is becoming common on the West Coast, because of the
crisis there, but I did not know it was present in DC. As for the
advanced charging of a credit card, that seems very questionable, when
one considers the finance charges one accrues, the interest one doesn't
accrue if one cannot have that money in an account, etc. Perhaps
organizations should protest this practice?
