Sounds like redox.
Are the transparencies b/w or color? Color could be starch clumping/fading.
Redox looks like rusted metal replacing the silver on the film. It would not
appear in totally clear white areas, unless a large amount of free-ranging
silver has puddled in an area. The film may have a vinegar smell to it,
indicating a breakdown of the base.
At the least the image needs to be migrated to a plastic based film type.
This will preserve whats left of the image and provide a stable base for
longevity.
