One more agreement regarding the cover letter.  It must be closely tailored to the prospective position.  The hiring authority will pay attention to whether the applicant has read and adequately responded to the job announcement/description.
 
The resume/vita should also be tailored to the prospective position or at least to a class of positions.  It shows that the applicant's experience is relevant to the job and that the applicant has some pre-understanding of the workplace culture.  After all, government archives are different from academic archives are different from religious archives are different from corporate archives, etc.
 
Finally, the cover letter and the resume/vita should agree.  I have received applications in which the information in the two documents simply did not show the same experience.
