As far as I'm aware, the most direct answer to Michael's question is found in a paper given by Stephen Levinsohn at various venues around a decade ago. It's a 1st sg. pres. act. indicative. See BDAG, which opens its entry as:
τίθημι (Hom.+) and its by-form τιθέω (Hv 1, 1, 3 and 2, 1, 2 as historical present; B-D-F §321; s. Rob. 318)

Cf οὐδέν με ἠδικήσατε (Gal 4:12): in no way wronged me (with οὐδέν as an adverbial accusative) But is this wrong on account of how οὐδέν με are both accusative and so go together? (I suppose one would say that the verb, ἠδικήσατε, has two accusative compliments). I'm sorry if I've missed your point...

Perhaps you would be better off reading carefully with comprehension all the material on GA/NPC. Statements that involve negation either implicitly or explicitly can function as semantically equivalent to "never" without using the word. My memory may be defective but you will find places ...
