On page 49 top of left column he addresses the issue of Aorist and Perfect swapping roles. I found most of the article hard to understand.

It seems to me that ἐξελθόντι δὲ αὐτῷ ἐπὶ τὴν γῆν in Luke 8:27 functions as contextualizer like Mk 5:2 καὶ ἐξελθόντος αὐτοῦ ἐκ τοῦ πλοίου. Marshal (Luke NIGTC 1979) suggests that Luke "corrected" the genitive absolute to a dative. I can sort of understand that, ὑπήντησεν takes a dative arg...

I certainly admire the attempt to maintain consistency in the tense. Consistency isn't an admirable goal since the aspect tense matrix is not consistent. But it's only a Greek Perfect, as I understand it, if the focus is on the resulting state εἴτε γὰρ ἐξέστημεν, θεῷ· εἴτε σωφρονοῦμεν, ὑμῖν. ἐξέστημεν here is intransitive with no arguments and describes a state.
