In my opinion yes. Rigid categorization isn't useful, I would rather see these as cognitive processes where there may be several factors working like "magnets" for some grammatical or lexical phenomenon to make them good candidates to be used for certain purposes.
To put it in another way, catachresis is made easier here because metonymy makes using this word more natural easier for the other meaning.
