I had to look this up:
antimetabole \An`ti*me*tab"o*le\, n. [L., fr. Gr. ?.] (Rhet.) A figure in
which the same words or ideas are repeated in transposed order.

My take would be that the "DE" argues against it, as well as the contrasting
words POLLOI and OLIGOI.
