 ISTM that the KAI KAQWS refers back to the DIOTI in verse 21:
 *DIOTI* GNONTES TON QEON OUX hWS QEON EDOXASAN H HUCARISTHSAN, KTL.

 Verse 24 continues the reasoning:
 *DIO* PAREDWKEN AUTOUS hO QEOS, KTL.

 Verse 26 continues:
 *DIA TOUTO* PAREDWKEN AUTOUS hO QEOS, KTL.

 Finally verse 28
 *KAI KAQWS* OUK EDOKIMASAN TON QEON ECEIN EN EPIGNWSEI, KTL.

 So Paul is arguing that the deviant behaviour was the *result* of their
 suspending belief in God, not the *cause* of their suspending belief in
 God. They gave up on God; so God gave up on them.
