Prepositions and word order

With Clayton bringing up several sentence structure issues, I thought I might 
ask a question along those same lines.
 
Let's say I have a sentence of the form S-Pp-V-Pp.

Should the two prepositional phrases be thought of two equal modifiers of the 
Verb?  In a picture, it would look like:

   V
  / \
 Pp Pp

What brought this question up and will provide a concrete example is I Timothy 
2:11:
    GUNH EN hHSUXIAi MANQANETW EN PASHi hUPOTAGH

I'm toying with B. Ward Powers' thought of GUNH as 'wife', so the translation 
I've come up with is:

 A wife should in quietness and complete obedience acquire understanding.

Although I like better 'quiescence' for 'quietness' and 'obedience in all 
areas' for 'complete obedience'.  That's a different question than the one I'm 
asking here.
