Nearly as bad as the late lamented Lord Whitelaw who once accused an 
opponent of
" going around stirring up apathy ".  -- as gnomic an utterance as any 
politician could wish for.

Universally known as Willie Whitelaw, before _and_ after his ennoblement, 
he was highly valued as a " troubleshooter " by Margaret Thatcher. whose 
grasp of demotic English was so poor that she paid tribute to him by 
proclaiming " every Prime Minister needs a Willie ".
