First, a basic question:

Why is this an either/or situation?

As I read this section, Paul seems to have both in mind.

14:22 The faith you have, keep to yourself before God. Blessed is the one 
who does not judge himself by what he approves. 14:23 But the man who doubts 
is condemned if he eats, because he does not do so from faith, and whatever 
is not from faith is sin.

I think both issues regarding the weak and strong that you have presented is 
obviously correct. But if Paul makes no attempt to
separate and distinguish, why should we?

Whether you are strong or weak, keep to yourself. Whether strong or weak, do 
not judge yourself. Whether strong or weak, if you doubt what you eat, it is 
sin.

Sorry this is not a Greek response, but I leave that to others since I am 
very much still learning.
