To be born of water

In the back of Edersheim's "Life and Times of Jesus the Messiah" is Appendix
XII called "The Baptism of Proselytes." Here he gives evidence that this
practice was customary from the time of Hillel and Shammai. He quotes "the
Rabbis" as saying that when the proselyte was baptized he was said to have
been "born anew," "as if he were a little child," "a child of one day."
(Could someone explain his references on this to me?)
