At p. 130 of Moule, C.F.D. An Idiom Book of N.T Greek. Cambridge: C.U.P, 1984.
you will find an explanation of this usage --- with reference to an earlier 
occurrence in Ephesians, at 5:5
Moule says:
 >> sometimes a neuter relative is used, where strictly speaking a 
masculine or a feminine might have been expected. -- presumably with 
reference to the " whole idea " of the preceeding clause rather than the 
single word which is the immediate antecedent of the relative <<

Some translators render  hO ESTIN as " that is to say " which _does_ serve 
to convey the "whole idea" to which Moule makes reference.
