Yes, although the ptc. is spelled EIWQOS; already in Attic several neuter
pf. ptcs., including EIWQOS and (E)OIKOS were used as substantives and I'd
say that's what we have here.

hENEKA OR hENEKEN was a postposition following a genitive; the combination
with hOU is so common that the two were often combined as hOUNEKA or
hOUNEKEN. Still, it's the combination of the two that yields the sense,
"because"; if you really wanted to translate the hOU,you'd make it "on
account of the fact that..." but that would be unnatural English; in
reality the meaning "because" resides in this very common combination.
