"Bind up the broken hearted" (IASASQAI TOUS SUNTETRIMMENOUS THN KARDIAN) is a variant
reading not found in Wescot-Hort, Nestle-Aland, and subsequent texts.  The words you
mentioned, APOSTEILAI TETRAUSMENOUS EN AFESEI, are ususally correctly translated  "to
set at liberty them that are bruised" (KJV); "to set free those who are oppressed"
(NASV), etc.  The difference is that the KJV has both expressions.
