Sorry, I didn't answer your last question.  The NIV tends to be more
interpretative, translating idiom to idiom rather than word for word. 
That they put TO MH hUPER hA GEGRAPTAI in quotes, "Do not go beyond what
is written," might suggest a common saying or a quote for other scripture
or even non-scripture.  The UBS refers us to Rom 12:3, "not to think more
highly of himself than he ought to think."

I don't think he had a particular saying in mind, but is simply saying
they should learn not to go beyond what is written, the idea being that
the servant of Christ who is a steward of the mysteries of Christ (v. 1)
must be content in his teaching to stay within the bounds of what is
scriptural.  Anything else (3:18-23) is worldly wisdom which is
foolishness and leads to arrogance.
