EU in modern Greek is [ev] and [ef] (before voiced and voiceless
consonants, respectively.

In Roman Koine it was probably a bilabial consonant like 
Spanish "Habana". See Horrocks 1997 and Gignac 1976 
for discussion and lists of examples, respectively. I give a 
few at the back of my Living Koine Greek for Everyone,
vol. 1.
