PT O'Brien suggests in his Pillar Commentary that the participle in 21 is
the fifth in a chain of participles modifying the imperative in vs 18. It
does serve to introduce the topic of 5:22-6:9, so 5:21 is a "hinge verse".
O'Brien thinks that 5:15-6:9 is an unit.
