In the Loeb, I think this is "to the Trallians XII.2. 

The hOI is used to refer to the plural subject of AGAPATE. "And you, to a man (distributive - man by man), must love one another with an undivided heart."  This is a common use of the article in the Helenistic period. Some call it the article used as a pronoun. In that case it functions like a 2nd plural pronoun in the nom. pl. (hHMEIS).
