Acts 2:16 TOUTO ESTI

Hello,
     I was wondering if anyone had dealt with Acts 2:16 recently.  The verse
in English reads, "But this is that which was spoken by the prophet Joel;"
(KJV) My question is regarding TOUTO ESTI.  Is there a grammatical rule that
shows if this is saying "this is [Joel's prophecy being 100% fulfilled]" or
is it saying "this is [like Joel's prophecy]" which J.D. Penetecost and
other theologiains say.
