You have asked quite a bit in this post. I would like to address
one or two areas you raise:

I think you can take this as Indicative and make sense out
of the passage. The Imperative is not mandatory.

Excellent question. But I think the answer is rather simple. Paul
is addressing the local church AS A WHOLE; he is not addressing
an individual. The church needs to prioritize the spiritual gifts/
things when they come together AS A GROUP. Paul is not suggesting that
an individual desire/seek a particular gift, for the very reason you
pointed out.
