I have always understood that verbs outside of the Indicative do
not reference time, but I've not found that to be the case without
exception.

I have not done any official study, so really I am somewhat guessing
here, but I have found most Imperatives to reference present time,
even when in the Aorist form. And I have found most Optatives to
reference future time when a temporal proposition is stated.

But then again, I don't believe a thing I read until I check it out,
so maybe I'll just do that study.
