Stigma and Final Stigma

Many thanks to Daniel and Stephen for more interesting information on 
stigma.  Now, is there an error in NA27?  In the apparatus of NA27 
for Rev. 3.18, a final sigma is used in chi, xi, final sigma.  It is 
clearly the same letter as the final sigma elsewhere in NA27.  
However, in NA 26 in exactly the same place we have chi, xi, stigma;  
here the stigma is clearly different from the final sigma (elongated 
upper line).
