The article can be, and is, used to refer to something already mentioned.
In this case in v. 9 Paul states

PERI THS FILADELFIAS  OU XREIAN EXETE GRAFEIN hUMIN . . .

and again in v. 10 he states

KAI GAR POIEITE AUTO EIS PANTAS TOUS ADELFOUS [TOUS] EN hOLHi THi MAKEDONIAi

It would seem in this context that the reference would be to those of the
Brotherhood.
