Hi Steve:

The latest editions of each are NA27 and UBS4. The text of each has 
been exactly the same since UBS3. The main difference is in the 
apparatuses. NA27 lists a broader range of variants; UBS4 focuses on a 
wide range of evidence for fewer, more important variants. It is geared 
toward translators. That's a simplistic way of putting it. You should 
read the introductory material of both for a better understanding of 
the different purposes of each. UBS4, in my opinion, has a more 
readable font and format. In addition, you can get a concise 
Greek-English dictionary bound with UBS4, which makes it handy for 
carrying around and reading on the fly. I would suggest UBS 4 for 
beginners.
