Even if Im writing from the top of my head when it comes to the details of
Fees argument I doubt that the thrust of his argument lies on the meaning
of EXOUSIA, rather than on the fixed meaning of the particular phrase as a
whole. Rendering the meaning of EXOUSIA, analytically, I assume, must come
after you have decided how to understand the structure of the sentence as a
whole.
