[B-Greek] Hebrews 10:16 - Why the different in case for the preposition "EPI"

DIDOUS NOMOUN MOU EPI KARDIAS AUTWN KAI EPI TWN DIANOIWN AUTWN EPIGRAQW AUTOS

When "KARDIAS" follows "EPI" in the above passage,

it is in the "accusative" case, 

but when "TWN DIANOIWN" follows the prepostion 

the case changes to the "genitive".

Why?

Is it because of the different verbs "DIDWMI" and "EPIGRAFW" that 

these adverbial ?? phrases are associated with?

Or is there a different meaning conveyed by changing the case?
