>From my study it seems that there is some overlapping of meaning between
the words since they both deal with love. The distinction I have seen
is the phileo focuses on the emotional aspects of love, how one feels
about the object of affection, while the term agapaw focuses on the
execution of love, doing what is in the best interest of the object of
love. God loves the world (agapaw) and always does what is in the best
interest of people, as seen in the offering of His Son. Jn. 3:16
However, he has affection (anthropopathically speaking) for those that
actually execute His will.. Jn. 16:27

Hope this helps.
