The base word is 
MEQISTHMI

In 1st COL 1:13 it is aorist active 3rd person singular.

The definition in Liddell & Scott for the active meaning is:

1) To place in another way: to subsititute,change
2) To put away, remove: 
generally to remove from one place to another


META as a compound often means 'change'.
