[B-Greek] WS - WSEI

WSEI has a considerable overlap with WS. My question is, what determines the
choice for either of these words?

While reading LXX Psalms 108:18-19 I thought for a moment that the whole
difference is euphonic:

WSEI before a consonant and unaspirated vowel (I mean a vowel without
spiritus asper)
WS    in other cases

A quick (!) check in the standard grammars and dictionaries did not give me
much light, and before trying to chase down the obvious, I thought I'll
first ask it here.
