Participle not conforming in gender?

OUK EICES EXOUSIAN KAT EMOU OUDEMIAN EI MH HN DEDOMENON SOI ANWQEN
NRSV: 'You would have no power over me unless it had been given you from
above'
As EXOUSIA is a Feminine noun, wouldn't it be 'purer' Greek to expect the
participle DEDOMENON to be feminine too instead of Neuter? Or is such
conformity less common with a periphrastic construction (HN DEDOMENON)?
