Hi David.

The reason the U in LUON is accented with a circumflex while the E in 
LEGON is accented with the acute has to do with the rules of accent. 
When the ultima (last syllable) is short and the penult (second to 
last) is long, the long vowel in the penult is accented with the 
circumflex. Since in LUON the O in the ultima is short and the U in the 
penult is long, the U is accented with the circumflex. In LEGON, both 
the ultima and the penult are short, so the E does not--and cannot, as 
you have noted--take the circumflex, but rather the acute.
