[B-Greek] The Zachariah and Simeon inscriptions

Hi Everybody,
I note that in the Simeon inscription TAFOS is spelled with an initial Q.
Does this mean that in the 4th century Q was pronounced like T or vice
versa, T was pronounced like Q?
I also note that in the Zachariah inscription PRESBUTEROU is spelled
PRESBHT[EROU] with a H instead of a U. Does this mean that H and U were
pronounced alike in the 4th century, presumably like 'ee' in 'meet'?
