I think that the translations and commentaries you have read are accurate:
the hUMAS of this verse must refer to those addressed in the letter in
verse 1; surely it is those stationed blameless in the presence of God's
glory that are to experience the joy. I guess what you are suggesting is
that EN AGALLIASEI as an adverbial phrase could be understood with STHSAI
to mean "present you joyfully" rather than "present you to your great joy."
I suppose that is grammatically possible and even plausible if one thinks
in terms of the great joy in heaven over the repentant sinner (Lk
15:7)--and one supposes that the writer here understands all those
presented before God as AMWMOUS to be "blameless" in the sense that they
are repentant and forgiven sinners.
