As regards the original query from Philip, there are three examples of this
particular periphrastic phrase in the LXX ( word order reversed: PEPOIQWS
ESOMAI EP' AUTWi ):
2 Sa 22:3
Is. 8:17; 12:2 [ additionally, 17:7 has PEPOIQWS ESTAI ]
Westcott [ Westcott, B.F. On the Epistle to the Hebrews. Grand Rapids:
Eerdmans, 1984 repr.] drew heavily on this connection:

The reference is certainly, as it appears, to ls. viii. 17, where the words
immediately precede the following quotation. The two sentences of Isaiah
are separated because they represent two aspects of the typical prophet in
his relation to Christ. In the first the prophet declares his personal
faith on God in the midst of judgments. In the second he stands forth with
his children as representing ' the remnant,' the seed of the Church, in
Israel. The representative of God rests in his heavenly Father, and he is
not alone: his children are already with him to continue the divine
relation.<<
