We can also see in
OUDEN GAR EISHNEGKAMEN EIS TON KOSMON, hOTI OUDE
EXENEGKEIN TI DUNAMEQA
a conflation of two possibilities to finish the sentence:

OUDEN GAR EISHNEGKAMEN EIS TON KOSMON, hOTI
EXENEGKEIN  DUNAMEQA

and

OUDEN GAR EISHNEGKAMEN EIS TON KOSMON, OUDE
EXENEGKEIN TI DUNAMEQA

It is difficult to conclude if Paul himself made the "mistake". I write
mistake between "  ", because we all can finish sentences in that way from
time to time.
Anyway manuscripts of the Alexandrian text and some of the Western text have
the conflated text.  In my opinion the combination of the first reading of
the Sinaiticus with another early manuscript of the Alexandrian text and
some manuscripts of the Western tradition is probably what Paul wrote.
