It's both.  It's a Bible originally done by a bunch of scholars mostly 
at Dallas for online publication, but is now available in several print 
editions.  The NET Bible is distinctive in having an enormous number of 
notes giving the translators' thinking.  As a "little Greek", I find 
the notes extremely helpful in helping me to understand the logic 
behind the English translations with difficult constructions.  It's 
somewhere between a study Bible and a good commentary.

IMHO, it's definitely worth getting at least the HTML version (which is 
free) and I'm quite excited about the diglot.
