[B-Greek] Hosea 1:10

Dear B-Greeks,

Hosea 1:10 (LXX, English mine): "And it shall come to
pass that EN TWi TOPWi hOU was said to them, 'You are
not my people,' they will in fact be called 'children
of the living God.'"  
For EN TWi TOPWi hOU, Brenton has "in the place
where."  But I wonder if the meaning is perhaps less
physical something like "instead of." ("And it shall
come to pass that instead of what was said to them,
'You are not my people,' they will in fact be called
'children of the living God.').  In Hebrew, "b-maqom"
supports this meaning, and the JPS translation has
"instead of." My questions: does the Greek allow for
the same? If yes, can I perhaps take advantage of the
phrase "in place of"?
