I don't think they so much emphasize different stages (such as
elementary, junior high, high school, college) as different emphases. 
Some do obviously have different stages in view -- PAIDAGWGEION
apparently referred to boys, not men.  It also would appear that SXOLH
would be a place for more mature members of society.  GRAMMATEION seems
to concentrate on writing and may have been for boys as well though the
emphasis is on writing.  Similarly there was MOUSEION which was a school
for art and poetry as well as the GUMNASION where (guess what) was
practiced.
