Why is AUTOUS not translated here? (I didn't recognize it in the English
language translations available to me)
My thoughts were that it might be the subject of the infinitive (referring to
the Samaritans)? Or maybe it intensifies the fact that the Samaritans
*themselves* were hearing and seeing Philip's miracles? But since it hasn't been
translated, perhaps neither thought is valid.

This is an articular infinitive governed by the preposition EN. As such, it
takes an accusative subject which is here AUTOUS. The AUOUS has OXLOI as its
antecedent. Sometimes a translation will translate "when they heard" and
other times they will simply omit the "they" and make the reader refer back to
OXLOI.
