I'm not sure but what you're missing the construction:
hOS PANTAS ANQRWPOUS QELEI SWQHNAI KAI EIS EPIGNWSIN ALHQEIAS ELQEIN.
hOS QELEI - PANTAS ANQRWPOUS SWQHNAI
KAI
ELQEIN EIS EPIGNWSIN ALHQEIAS.
i.e. God wants all human beings (a) to be saved, and (b) to arrive at
knowledge of truth; i.e. ELQEIN is parallel to SWQHNAI and depends upon the
QELEI; EIS EPIGNWSIN ALHQEIAS cannot construe with the remainder of the
sentence without ELQEIN: it's not "who wants all human beings to be saved
and to knowledge of truth."
