[B-Greek] Romans 9:22: Concessive or Causal?

Without venturing into theology, I find Romans 9:22-23 to be a very confusing passage. It seems that just as Paul is getting ready to clarify or explain God's omniscience and omnipotence in these matters and justify the Divine Choices/Acts He makes or performs, the grammar breaks down, the thought flow is interrupted, the sentence stops and/or moves on to the next thought ... and we're left with a passage -- the linchpin of Romans 9-11 in some ways -- that is mysterious and hard, perhaps impossible, to be certain about.

If someone can give a definitive and clear translation of Romans 9:22-23 that is unassailable, and that sets forth the Apostle's meaning or point(s) without ambiguity, I would sure appreciate it.
