I would translate it as:

City or town into WHICH  you EVER enter, ...

AN is translated into "EVER".

My question about the original

EIS hHN D'AN POLIN H KWMIN EISELQHTE

was: why is the antecedent POLIN H KWMIN placed AFTER the relative pronoun hHN ?
