I'm sort of assuming that the title is actually PROS TOUS NEOUS hOMWS AN EX
hELLHNIKWN WFELOINTO LOGWN.
hOPHi is a relative-interrogative adverb meaning "in what way"; in origin
it's a relative-interrogative adjective qualifying an implicit dative sg.
noun hODWi ('way'). Here it looks pretty much synonymous with hOPWS, so
that the combination becomes, "in what way and how ..."
