KAI hOTE EISHLQON, EIS TO hUPERWiON ANEBHSON hOU HSAN KATAMENONTES,
 
It appears that the pronoun hOU does not have an antecedent, and functions adverbially here. Can a relative pronoun have as its antecedent a prepositional phrase (here EIS TO hUPERWiON)? I know that demonstrative pronouns have "conceptual" antecedents.
