It's a misprint in Culy and Parsons; it SHOULD be GEGONEN; there is no form
GEGENOEN (if there were, it would presumably be a neuter sg. aorist ptc.).
BDAG s.v. TIS 2 b He "Elliptical expressions" has: TI hOTI = TI GEGONEN
hOTI (cp. John 14:22) "what has happened that? why? (LXX; JosAs 16:5 TI
hOTI EIPAS ...?) MK 2:16 v.l.; Lk 2:49; Acts 5:4, 9; Hermas 9.5.2.
